MSD Recruitment: Program Officer (PO)



  • Job title: Program Officer (CYD)
  • Expected time to start: From December 01st 2021
  • Grade: 2-3 (in the grade level of MSD)
  • Venue: Hanoi with some travels to other provinces and countries when necessary


1. Assignment purpose: The Program Officer (PO) will, with the assistance of the team, support MSD Leadership to manage and execute MSD’s programs/project activities.

2. Working location: mainly in Hanoi and possible travels to project sites in Dong Anh, Bavi, Hanoi, Hoa Binh, Hung Yen, Lao Cai, Ha Tinh, Hue, Quang Tri, Danang, Khanh Hoa, Ninh Thuan, Travinh and Hochiminh city and some other provinces and countries when assigned. The travel fee and perdiem will be under MSD’s cost norm system.

3. Job assigned manager and technical supporter: direct report to and be supported/coached by Program manager and or Program Director;

4. Supervision: Communication and event officers, project assistants Interns, Volunteers.

5. Main responsibilities:
– Management and operation: Managing and or implementing projects/programs of MSD throughout project/program management cycle (design, develop plan, coordinating the implementation, monitoring and evaluation). The main tarted audiences are children, youth, women and vulnerable groups (ethinic minority, people with disabilities, migrant workers). The main assigned projects for this posts in 2021 – 2022 are but not limited to:

1. Project 151 Safer city for girls and women: coordination the project’s research, communication and advocacy on prevention of girls and women’s abuse and harassment as well as gender-based violence (https://msdvietnam.org/en/project-safer-cities-for-girls-in-hanoi/)
2. Project 155 StemherVn and Safe School Zone: coordinate the project on promoting gender equality in STEM and building Safe School Zone for children from traffic accidents
3. Project 135 – Crowded fundraising: Water Ambassador and A new Life page: supporting in case development and coordination of partners to help vulnerable children and communities access to a better quality of life (https://msdvietnam.org/en/project-a-new-life-page-support-in-making-birth-certificates-for-disadvantaged-children-in-ho-chi-minh-city/ and https://msdvietnam.org/hanh-trinh-dai-su-nuoc-nguon-nuoc-trong-lanh-quanh-nam-khoe-manh/ )
4. Projects on promoting youth role in SDGs and promoting children and youth in promoting gender quality
– Contact person of MSD in GBVNet;
– Coordinate the Youth Leader network of MSD;
– Support event organization and communication of MSD in general,
– Document the project and provide updates/ communication for projects in charge

– BA degree is required with a background relating to management, communication or social works; a master degree is a plus;
– Experience in project management is needed; experience in NGO is preferred;
– Children rights and gender quality knowledge and experience is an advantage;
– Strategic thinking and analysis; Good planning and note-taking skills, research and data analysis skill is preferred;
– High command of communication and presentation skills in both Vietnamese and English;
– Work independent and professionally; good teamwork;
– High commitment to works.
