VIDEO MAKER FOR THE PROJECT “LEAVE NO ONE BEHIND – CSO ENGAGEMENT
IN SDGs MONITORING PROCESS”
In Vietnam, on January 22, 2019, a set of 158 indicators to monitor and supervise Vietnam’s national action plan for the 2030 agenda on sustainable development was approved by the Ministry of Planning and Investment (MPI). It touches upon issues of labour, gender, environment, and climate change as well as people with disabilities, aiming to provide authentic and empirical evidence with reliable, consistent, internationally comparable, and easily accessible data, creating a stronger foundation for policy-making, implementing, managing and evaluating the implementation of 17 sustainable development goals (SDGs).
The SDG data of Vietnam depend on the official data source collected by the national statistics office. However, there remain some issues related to the quality of SDG data in Vietnam. It is not often produced in a timely manner; the data is not grounded in the local context.
Furthermore, in many cases, SDG data is gathered on themes and topics that do not always matter to citizens, potentially unable to flag up issues of social injustice or environmental degradation that might be missed. For example, a statement conducted by Leave No One Behind Partnership (LNOB Vietnam) for the 2020 National Report on the Implementation of SDGs in Vietnam indicated what was missed in the national report: i) There is a lack of adequate data for many goals, especially Goal number 10 and 16; ii) Currently, only a small number of sources – all developed by or with the close participation of government agencies – are recognized as official data for measurement of the SDGs, which overlooks perspectives of marginalized groups.
SDGs are only achieved when marginalized groups are not left behind and the trust of citizens in official SDG data can only be achieved when they can meaningfully involve in developing those data. Civil society organizations (CSOs) with their mandates of representing and promoting the rights of these marginalized groups need to move forward with these efforts–whether there is a space for civil society and community-generated data to be used in official SDG monitoring process, which could help Vietnam improve the scope, quality and trust of its SDG-related data and allow better tracking of the national action plan on sustainable development.
There is a strong consensus, partly based on lessons learned from the Millennium Development Goals (MDGs), that the engagement of citizens and civil society organizations is critical to the design, implementation, and monitoring of the SDGs. Therefore, civil society and citizen‑generated data could play an important role in monitoring and driving progress on sustainable development at the local, national, regional, and global levels.
Therefore, LNOB Vietnam enhances CSOs’ responsibility towards the National Action Plan on SDGs in Vietnam by implementing the citizen-generated data collection project under the title “Leave No One Behind – CSO engagement in SDG Monitoring process” at the sub-national level that focuses on marginalized groups at local authorities.
The project will connect with a number of CSOs working in Vietnam, including both local and international ones, in order to produce a data harmonization package on the community’s specific situation and information by using a list of SDG indicators. The huge data package will be used to track issues and trends such as poverty or income over time, then to support the implementation of projects and programs, and to monitor and evaluate the impact of interventions. The data also serves to understand the experiences, perceptions, and needs of the communities which civil society organizations work with, using tools such as surveys.
The project hence would like to recruit a video maker with high expertise in video-making and sustainable development to take the responsibility of conducting a video on the key findings from the report of the survey, consisting of data surveyed from Vietnamese citizens and CSOs working in Vietnam about the implementation of SDGs in the country. The video maker will work with officers of LNOB Vietnam to display the key findings through visual presentation and animation.
The Leave No One Behind Vietnam Partnership
The LNOB Partnership aims to mainstream a scalable and broadly applicable approach for a more inclusive and evidence-driven SDG implementation worldwide, with a focus on the empowerment of marginalized groups. LNOB Vietnam was established in 2017 and coordinated by ActionAid Vietnam from 2017 – 2020. Management and Sustainable Development Institute (MSD) have elected to play as the Country Lead since June 2020.
Since 2018, LNOB Partnership representatives have participated in the consultation with civil society on Vietnam’s 2018 Voluntary National Review. Data and case studies supplied by the coalition were also included in the VNR which to some extent helped boost the representation of marginalized groups (http://icscentre.org/our-work/leave-no-one-behind/). In 2020, LNOB Vietnam continued efforts in joining and contributing the input on the Vietnam report 2020 on SDG Implementation and for the first time, the representative of MPI admitted that CSOs’ inputs were very important and they used many in the reports.
