Name of the project: “Promoting the implementation of the right to have personal attachments for street-youth/children in Ho Chi Minh City”

Location: Ho Chi Minh City

Duration: 12 months 

Goal: The project aims at strengthening the implementation of the right to have personal attachments for street-youth/children in Ho Chi Minh City.

Objectives:

1. Increasing capacity of social organizations and legal aid agencies in Ho Chi Minh City in supporting and advocating for right to have personal attachments for street youth/children (strengthen capacity)

2. Increasing communication and mobilize supports for the right to have personal attachments for street-youth/children (communication and policy advocacy)

Indicators

Objective 1 Enhancing capacity of social organizations and legal aid agencies in Ho Chi Minh City in supporting the right to have personal attachments for street children (enhance capacity) 
Outcome 1.1 To October 2014, the capacities of promoting the right to have personal attachments for street-youth/children of least 20 partners in Ho Chi Minh City are increased.These capacities include: knowledge about rights, methods of approaching and supporting children in acquiring personal attachments, policy advocacy –   20 CSOs in Ho Chi Minh City are raised awareness in accordance with their demands.-   At least 20 social workers are raised  awareness

–   A toolkit for partners about advocacy and legal aid in making personal attachments

–   100% participants acknowledge the right of having personal attachments; apply advocacy skills into their daily working.

–   100% organizations participating in the training workshop have specific workplans in which the knowledge is applied

–   1 official of state centre legal aid  participates in increasing CSOs’ capacity of making personal attachments

Activity 1.1.1 Coordinating with state legal aid agencies to build a common reference for legal supporting, advocating personal attachment making; list of social organizations supporting street children in making personal attachments 
Activity 1.1.2 Organizing a 3 day training workshop for CSOs to provide knowledge about rights, methods of approaching and supporting street-youth/children in acquiring personal attachments, policy advocacy
Activity 1.1.3 Providing technical support after training: consulting and supporting social organizations in making personal attachments for street-youth/ children(i) Direct support through MSD staffs ịn Ho Chi Minh City

(ii) Indirect support through email, telephone and other online channels such as Skype, etc.

(iii) Provide communication documents, guidance handbooks about working with street children

Activity 1.1.4 Categorizing and providing technical support, financial support for 10 exemplary cases in making personal attachments for street-youth/children; create model for justification and proofs for policy advocacy in the future. – 10 exemplary cases will receive technical support from social staffs and state legal aid staffs
Objective 2 Increasing communication and advocacy for right of having personal attachments for street-youth/children and teenagers (communication and policy advocacy)
Outcome 2.1 To November 2014, practical solutions for implementing right to have personal statement will be proposed through dialogs between CSOs and stakeholders –   1 consultation is organized-   100% part pants are informed about the project

–   1 policy dialog is organized with participation of street children, teenagers, CSOs, state agencies, media agencies

–   300 books about typical cases were published

–   Inconsistent problems in making paper of identification related policies are proved

–   01 petition of social organization is proposed to stakeholders

Activity 2.1.1 Organizing  meetings with state legal aid agencies in Ho Chi Minh City, finalize action plan, content along with recruiting project assistance
Activity 2.1.2 Organizing conference to introduce project and call for consultation of making personal attachments for street-youth/children 
Activity 2.1.3 Collecting and publishing 10 exemplary cases of supporting street-youth/children in making personal attachments. These materials will be served as proofs for policy advocacy process in the future
Activity 2.1.4 Organizing a policy dialog with the participation of street-youth/children’s representatives, CSOs, state agencies to find out solutions for supporting street children to in making personal attachments
Activity 2.1.5 Drafting  the advocacy message on rights of having paper of identification for street children and teenagers  to Law Drafting Committee of citizen identification, Supervisory Committee of Resident rescued Law and stakeholders
